The Baltimore City Community Relations Commission (CRC) is a City Agency that investigates discrimination claims and assists people who have been discriminated against by enforcing the laws that protect them. The Baltimore Community Relations Commission combats unlawful discrimination in employment, public accommodation, housing, education, and health and welfare services.  Discrimination based on race, color, religion, national origin, age, ancestry, sex, physical or mental disability, sexual orientation, gender identity, expression, or marital status is illegal in the City of Baltimore.

The Community Relations Commission accepts, investigates, and resolves complaints of alleged unlawful discrimination. The Commission also develops and monitors formally negotiated conciliatory agreements when a violation is found.  Furthermore, because the Commission has a contractual relationship with the federal Equal Employment Opportunity Commission (EEOC), the Commission sometimes will receive, investigate, and resolve federally deferred cases filed against Baltimore City private and government employers.


The Baltimore Community Relations Commission consists of 10 members appointed by the Mayor and approved by the City Council. The members of the Commission serve without compensation and every year the members of the Commission elect a Commission Chair. The Chair and the members of the Baltimore Community Relations Commission have the responsibility of eliminating discrimination in all areas of community life.

The Commission invites and enlists the cooperation of racial, religious, and ethnic groups, community organizations, labor and business organizations, fraternal and benevolent societies, veterans’ organizations, professional and technical organizations, and other groups in the City of Baltimore in carrying out its duties, functions, and purposes.
